There is a session titled DEV129 – How We Built BBM Using the BlackBerry 10 Platform and Cascades, which discusses how they used Cascades for development and will give a sample BBM to developers, who can then use sample code for development of their own.

This session shows how RIM® internal teams are building Cascades apps for the BlackBerry® 10 platform. We’ll use a sample BlackBerry® Messenger (BBM™) app to introduce developers to the process we followed and the steps we took along the way. You’ll come away with UI screens and sample code to help with your own development efforts.
Next we have, DEV182 – Create Socially Connected Apps Using the BlackBerry Messenger Social Platform.
This session introduces the key features of the BlackBerry® Messenger Social Platform for BlackBerry® 10 and how developers can leverage the platform to help their users build stronger social networks. Attendees will be presented with code samples and UI models that demonstrate how you can integrate the BBM Social Platform into your app to increase visibility through a social network. Find out which aspects of the BBM Social Platform are the most appropriate for your application.
This is very exciting news for developers I am sure. Lots of upcoming tools and BBM is also becoming more involved. I can’t wait to see how this all plays out.
