Back in May RIM talked out their developer $10,000 guarantee. RIM will be launching the the 10K Developer Commitment in an official capacity this fall. It has to be submitted by a certain time and also be approved.
From the Blackberry Developer site:
We want your app.
Are you ready to show us what you got? It’s simple. Just create a BlackBerry® 10 app and get it approved through the Built for BlackBerry® program. If you earn² a minimum of $1,000 USD on your app over 12 months and you comply with the 10k Developer Commitment Terms and Conditions, RIM will pay the difference between your earnings and $10,000 USD for that app¹.

The 10k Developer Commitment will launch in the fall. If you are not already a registered BlackBerry App World Vendor, register now so you don’t miss out.
